Senior Consultant - Acquisition

With our steady growth, Octo Consulting Group has a need for Acquisition and Performance Management Consultants to support the US Army’s IT transformation by acquiring services from commercial industry using performance-based principles and IT service delivery best practices.  Responsibilities include requirements elicitation, budget support, justification and approvals, process and job aid development, sharepoint collaboration, cost and price modeling and analysis, initial needs analysis and scoping, critical stakeholder identification, discovery interviews and issue identification, market Research for Acquisition processes, procedures and best practices, acquisition planning consistent with FAR requirements, acquisition-related documentation (e.g., Requests for Information (RFI), Concept of Operations (CONOPS), Requests for Proposal (RFP)), Evaluation Criteria, Frameworks and/or Tools for structured response analysis, Technical Interchange Meetings between the Client and Select Respondents, End-to End Performance Management Reviews throughout the requirements lifecycle, training materials critical to the success of the acquisition lifecycle, task coordination and management, and contributing functional expertise to client deliverables and interactions, and contribute to cross-functional (business and technical) team discussions

Required Knowledge and Experience:

Performance Based Acquisition (PBA) concepts, Army/DoD experience, IT Service and Performance management, Enterprise IT networks, data centers and systems project/program management, Knowledge management, Managing and executing in an Acquisition environment, as well as seasoned consulting expertise. 

Required Qualities / Skills:

Excellent written and verbal communication skills, strong consulting and client management skills, project management, analytical and critical thinking skills, strategic and collaborative leadership, demonstrated experience in planning, managing, organizing, and leading projects in a federal management consulting environment, 10-15 years experience with MBA/MS/MIS, big firm consulting experience, ability to multi-task across assignments and engagements as needed, desire to work in a collaborative environment, and to solicit and provide constructive feedback, ability to think strategically, and actively participate in discussions with client, management and staff, strong written and oral communications skills; ability to work autonomously and build relationships; management experience.

Desired Experience:

Federal Government experience, FAR/DFARS knowledge, ITIL/PMP preferred, benchmarking/market research, facilitation experience, DoD PPBE, and Process design knowledge

Clearance Requirement:

Minimum Interim DoD Secret
